Mr. Oboh Kingsley is a Quantity Surveyor and seasoned public servant with over two decades of professional experience in the Niger Delta Development Commission (NDDC). 

He obtained a Bachelor of Technology (B.Tech) degree in Quantity Surveying from the Rivers State University of Science and Technology, now Rivers State University, in 2000. In 2006, he proceeded to obtain a Postgraduate Diploma (PGD) in Civil Engineering from the same institution.

His career with the NDDC began in 2001 when he joined the Commission as a National Youth Service Corps (NYSC) member. Following the completion of his service, he formally joined the Commission in 2002 and has progressively risen through the ranks, acquiring extensive experience and institutional knowledge in the Commission’s operations.

With a professional background in Quantity Surveying and additional training in Civil Engineering, Mr. Oboh brings a strong technical foundation to his role as Director of Utilities, Infrastructural Development and Waterways. His experience contributes to the Commission’s efforts in advancing infrastructure development and the provision of essential utilities and interventions across the Niger Delta region.

He is a member of the Nigerian Institute of Quantity Surveyors (NIQS) and the Nigerian Institute of Management (NIM).

Outside his professional engagements, he enjoys football and table tennis.
